Over the winter I neglected to put fuel stabilizer in a half full tank. After putting the battery back in I get the engine turning over and a low rumble but nothing more. I'm guessing the reason it won't start is the fuel is no good. Just wanting to confirm that before I work on getting new fuel in the tank.
 
You left your tank only half full all winter. In that winter we had several warm->cold->warm->cold transitions, which combined with a half-full tank means that your gas is not only old, but contaminated with a fair bit of condensation-caused water.

I would drain the tank completely to get rid of the old fuel. Pour in 1/2 gallon of fresh fuel, start the bike and let it warm up at fast idle. Once warmed up a bit and while still at fast idle, pour either carb cleaner or fuel injector into your fuel tank, and keep pouring it in until the bike starts to stumble a bit. Let the concentrated cleaner and gas mixture rinse out your fuel system and carb or FI system. When you run out of fuel, you're done. Throw in any cleaner you may have left over in your tank and refill with fresh fuel.
 
Fill her up and try starting her ...see if that helps...FUEL might have been fine. But condensation might be an issue.

I am sure your fuel in your carb jets just evaporated a bit and just need priming again.

How much did u try?

Did u try full choke and then firing it up a few times?
 
I filled it up and tried again with no luck. Used different combinations of the gas tank switch positions (Normal, Reserve, Prime) and clutch (engaged and disengaged), gear (1st and neutral) and choke (open and closed).

The only time it was close to starting is when I was in first with the clutch disengaged but it never got all the way.
 
you can spend hours doing that...but best bet would be to put new plugs in there or atlest purge the cylinders out.
 
About 6-7 litres of a 12 litre tank.

Probably need to empty the tank as my next step.

yea.....grab some clear fuel-safe tubing and siphon it out.

If you buy one of those cheap hand pumps from Canadian Tire.....even better.

When you get out as much as you can add some fresh fuel.

EDIT: Putting in some fresh spark plugs, as mentioned above, won't hurt either.

Its a motorcycle, why would you ever siphon fuel out of the tank? worst case scenario, flip it upside down over a pail, then from pail into a funnel into a gas can.

Pull the plugs, try turning it over a couple times incase theres fuel in the cylinders. Look at the plugs and decide if you need to replace them. If so, do it, if not, put them back in. Try to start the bike again. Crack the throttle a couple of times while doing it. Should fire up eventually... Just remember, if youre using a starter, give it a couple minutes between each try, the older bikes starters dont like being cranked continuously, you'll end up burning them out.

This is assuming the bike sounds normal when trying to start. It doesnt sound weak or like its having a hard time turning over, right?

How is this easier than siphoning the gas out? Removing the tank and dumping fuel everywhere sounds like a recipe for a big mess. I siphon gas out at the beginning of the season and just dump it in my truck, way easier then removing the tank and potentially scratching/denting it. BTW had my tanks off many times and they go straight to a safe place where they won't get damaged. I looked up a new tank for my 04 zx10 and it's $1200 from the dealer, not the way I'd go but you get the idea.
 
Inverting the tank didn't get all the fuel out when I tried. I ended up having to siphon it out anyways. This is a FI bike so there's a pump in there with baffles and such.
