Front tire 'skips' since getting new rubber

Since getting new rubber on my bike the front end of the bike is sort of skipping. That's the best word I can think of to describe the sensation. It's an unpleasant, wonky, unstable feeling. It's more noticeable at slow speeds, pretty much disappears at highway speeds, and becomes amplified when slowing down from highway speeds. I thought it was my overactive, paranoid imagination conjuring it up, but after swapping bikes with a friend today, he reported back sensing the same skipping feeling in the front end of my bike.

Could is just be that the wheel wasn't properly balanced when the new rubber was put on? Could anything else cause this?
 
Defective tire.
 
run your finger around the bead, both sides,, and make sure it is equal all the way around. .. or lift the bike, place an object near the rubber,, and spin the wheel,, watch the gap between the object and the rubber,, I use a small sledge hammer,, so It is heavy to sit still, and the head, or the handle acts like a reference point to see the tire if it is out of round, or not seated , or other issue
 
Did you check your tire pressure? Some shops will over inflate a tire, so that you can simply reduce it to your preferred pressure. This is certainly possible with a race oriented shop, like Pro 6.

how many km have you put on? There is usually a slippery film on the tire from the manufacuring process that takes a little to wear off. Normally after about 20 or 30 km of moderate riding it wears away

This is incorrect information. There is no such "film" on new tires.
 
This is not the first set of brand new tires I've had on the bike. Brand new tires should not make front end skip. That makes no sense whatsoever. They should be stable. Period. Let's please not make this yet another argument about whether or not new tires have mold release on them.

yeah I'm wondering if they are at 60psi or something

When I was helping Angela in the pits, the tires were generally mounted and returned to us at something like 40 PSI. We'd just let out enough air, to drop them down to a reasonable pressure.
