Massive amount of fresh oil, just dumped today. Along this entire path, starting at (at least) A and the seized up vehicle is currently parked on Cochrane St. (have pics of car, plates and vin#).

EDIT: I called it into the township of Whitby who will dispatch an emergency cleanup crew, and they transferred me to the police to file a report so the vehicle owner is held responsible for the environmental cleanup charge.
