France has a good history for that kind of stuff, and the culture to go with it. Canada's still new and working on both.
Canada is and will remain to be multicultural. I doubt that it will reach the levels of unity that would allow all riders (or any other subset of society) to stand up against a cause that does not affect majority of the population.
It's not that Canadians won't stand against anything---take the CRTC's ruling about Internet throttling for example. But that was something that would affect riders and non-riders alike.
