I don't think it is out of norm. We only have what a hundred years of tracking this info hard to know.
 
The older you are the worse the winters used to be. True about the tracking but major disasters have been recorded further back than a century.

Another factor is our reliance on single sources.
 
Not all that hard to know and a 100 year base line is fine.
There are not more storms, just more intensity driven by stronger gradients plus the slowing down of west to east weather system movement has had some serious consequences for weather extremes.

Storms are getting more expensive as well as areas affected have more infrastructure to munch.
