Flash Rust in Tank?

I cleaned out a 2009 ZX6R tank that's been sitting for a few years. I did vinegar soak for few days then hosed it down with baking soda. I put a heatgun into the tank to dry it out as soon as possible. I later realized it still flash rust rather quickly. Just leaving my cap open for a bit and not filling it up with enough gas would allow surface rust would form. I can wipe the rust off quite easily around the gas gap and filler neck.

Is this surface rust something I should worry about and gett away with riding a bit?

What's the best way to prevent this flash rust? I've read all sorts of things from adding some diesel gas to WD40 all the way to a full recoat. I'd rather not do the latter.

I have tried to clean several tanks, it is such a pita. Usually they still flash rust for me too. I tried the wd40 thing and it was messy and didn't work to well. Best thing is to not let the tank get rusty. Definitely don't coat the tank unless last resort, I have heard nightmares. I currently have one tank that I cleaned and neutralized that flashed slightly, I am considering just using it the way that it is.
