If the studs are snapped off in the head they can be removed but it'll be a pita. You can try to drill them out and re-tap the holes or take the head off and bring to a machine shop for them to do it.
Yes... If the broken bolt is not flush, you can tack on (weld) a bolt to the broken stud. Then use a wrench to remove. You can also drill a hole and use an extractor. Just don't break it off or you just make a hard job much, much harder.
That is a pain in the *** job. If the bolt head is clen off -it involves drilling and extracting the bolt. Assuming it not dead-on seized -which adds to the pita factor. I'd take it to a shop.
