Looks like he got caught under the subframe and the rear wheel / tire was dragging him into the bike. You can hear the rear wheel finally lock up. He was probably wondering why the rider didn't haul on the front brakes. He's going to feel that in his rib cage.

No, rules state you must finish the race on the same motorcycle you started out on

... they both got banned for 2 years for that! Those guys take their sportsman like conduct very seriously.
