Failure to produce insurance...Non Moving Violation?

So here's the story...

My dumb**** cousin got pulled over in his school's residence parking lot for apparently not signalling as he turned in. Cop asks for insurance but it had slipped under his seat through the little slot in the frame...I believe him cuz I have the same bike and have had a bunch of **** slide down under there too.

He was a real dumb**** for "forgetting" about his ticket and not going to court when all he had to do was show his slip...He has liability only, and has an at fault claim where the lady he hit was paid out. So now with that ticket and claim being 20 years old he's worried about getting raped...

Would this ticket be considered non moving violation/administrative? His insurance company will know he was obviously insured at the time because it was his first year and they're the only ones he's ever been with.
 
I have a "fail to provide particulars of insurance" ticket, but when I called around for quotes, I said it was a "fail to produce insurance" (because the agents would keep confusing the actual ticket with "not having insurance at all" which is a major ticket.) anyway, with me saying I have a "fail to produce insurance" ticket, it was counted as a "minor offence" and my insurance quote was about 15% higher. depending on the company he's with, they may not pull up his abstract again on renewal and he may get away with it. but making changes to your insurance policy (eg. new bike, change coverage to theft/fire only etc) will have them pull up your record again, in which case for sure it will raise (unless he's with a company that forgives 1 minor ticket, there are some out there)
 
What a scam when the your insurance company raises your rate for not having the slip at the time.
I get it that you get a ticket from the Police because you are supposed to have it. What makes no sense is for the company that you paid and have a valid policy with then charges you more for not having your slip to show to a 3rd party. What does it matter? You have a valid policy.
 
Insurance here in general is a scam. They'll increase your rates for something as little as calling and inquiring about a single vehicle accident you may have had, without even making a claim, yet they'll never drop them for good riding. For every year you go without a ticket or claim we should get at least a 5% drop up to a maximum 20-25%. That's very reasonable. Past 4 years I've paid more than the value of my bike and haven't claimed a cent...

They could do that, but they would end up increasing the rates probably close to the same amount for newer riders to compensate. The older and more responsible drivers have to subsidize the younger/newer/more careless riders. Without that, there would eventually be a tipping point where they would start to spend more money than they are making, then either rates would skyrocket or they would just pull out of the motorcycle market completely.

I totally agree that insurance in Ontario is far from ideal, and they will eventually need to figure something out or things will eventually get out of control. However, I don't think its all the insurance companies fault, the "whimsidasical" approach the vast majority of drivers (at least here in the Niagara region) take to driving is a definite contributing factor, and I'd be willing to bet it's just as bad if not worse in Toronto or other larger cities. It isn't something that can be fixed overnight or even in a couple of years, but if you get better drivers in cars, get drivers realizing driving is a privilege and not a right, and you will see insurance rates start to come down across the board
