No add-on device (Power Commander, Bazzaz, closed-loop device) is capable of overruling the deceleration fuel cut logic built into the stock ECU. The add-on devices also can not change the mapping of the throttles or exhaust EXUP valve or the rev limit or properly change the ignition timing. All of that can be changed only by re-flashing.
There are a few places that can do it although I know of none locally - and as noted previously, it won't be cheap.
