Dropped a bike, grass on the road, need advise

There was about 2 inches of cut grass put on the road in the right lane for about 50 meters.
I managed to keep bike upright for about 30m, but then dropped it.
Damage to the right side, pants, jacket, helmet.
Reported it to collision center.
It happened when I was driving east on Finch, just after Martin Grove.
Called City of Toronto, they said I will need to prove it was their grass, and gave me a number to follow up.

Question - to I need to file a claim with City of Toronto or call my insurance, make them fix my bike and suffer from higher rates after?

This is where it happened, whole right lane was covered in grass https://goo.gl/maps/mmxeU
I did make some pictures.

That boulevard looks like it belongs to the City of Toronto. Most likely the right of way (property line) goes along the fence line. But the City may not be the one maintaining the boulevard there. It may be the school board. Either way I would contact the City e.g. 311 number, dont mention the accident but try to find out if the City has any bylaws against grass clipings going into the street. If so you can use against the City or School Board for neglect.

Holy crap that's a lot of grass batman. If your going to file a claim with the city file it sooner than later that's my recommendation

Send this photo to the mayor and ask that the twat that threw that grass into the road with their mower and that person's manager be fired.

Please follow up the city on this. Just 2 days ago I went outside and had words to a contractor on my street who blew grass clippings onto it the middle of the road. More worried about the grass filling up the drains and causing flooding.. never thought it could be bad like this. Glad you are relatively ok.

Most likely city that it was left on the road but looks like the weather may have interpreted their clean-up.

It may also be a contractor that cuts the grass and they would be responsible

It is worth a try but in the end it will be an insurance claim

Yep. Looks like a lawsuit written all over it.

Must've been like riding through slush. Nasty.

Typically the city and/or school board or whoever is responsible will deny claims such as this. That's because most people do not pursue further and they then win. Small claims court is the next step.

Sucks OP. I'd say you have a case and you should pursue it any way possible but I doubt they'll make it easy, and you will probably end up in court.

We should all contact 311 or the City's web site and complain about the grass on the road at this location. This way the person responsible will be held accountable.

Yeah that's past a little bit of grass. That's a definite hazard. I'd complain to every person possible that could do something about it

Why does that look like someone emptied a grass catcher on the road? Need to find out who the last person was who did the mowing there. Had a scary incident today when I came around a corner and there was a big pile of plastic sheeting right in the middle of the road all nice and wet from the rain. I managed to miss it, but I was Pzzed. Careful, road hazards appear quickly.

Time to contact a personal injury lawyer. I'll bet your shoulder/hip/neck hurts as well. Someone's getting a shiny new bike and a free dinner :)
