do cops usualy DON'T hand out tickets?

i always hear cops have quotas and they will write tickets given a chance but,

awhile back my friend told me his mom got rear ended. when cops came, they said they will write the mom a ticket because her car tires were really worn out, not road legal. and they will also write the other driver a ticket for following too close.

but in the end, the cops didn'twrite any tickets to anyone. they just let everyone go.
 
An OPP cop caught me talking on my cellphone while driving, he stopped me and asked me for insurance and my licence, I had neither of them, had forgotten my wallet at home, I was surely to get nailed for 3 tickets, he even started writing one of them when I told him it's the first time I drive my wife's car and that I always keep my wallet hidden in my own car and that the only reason why I answered the cellphone was because I was late for work on a Saturday and it was my boss. He stopped writing the ticket and told me never to do that again, made a harsh U-turn at Highway 7 (and Leslie) and took off at about 100 km/h.

Weird but true story.
 
It's all about whether that driver will re-offend; if the cop is convinced that a warning is sufficient, they will exercise it

Unfortunately there is a lot of garbage on the road that spout BS like

"i'm going with the flow of traffic, that's the new limit"
"i'm going downhill, why would i use brakes?"
"i didn't see the sign"
..... same goes for drivers who go monk-silent and act oblivious

If the driver even hints they will re-offend by arguing they were obeying the law or oblivious to it, the officer has no choice but to issue a ticket so as to detour the from re-offending
 
I always get out of tickets! So far I love cops!! :p and tow truck drivers! They are always so nice!

"It happened a long time ago to someone who knew someone somewhere" It's hard to speculate on a rumor.
 
I wonder if ugly people get more tickets than beautiful people. I suspect yes, but have no data to back this up.

Would be tough to get data on this. Especially since most cops are male. So the study would be more if ugly women get more tickets than pretty ones.

Not to mention many cops seem to be making up for childhood self-esteem issues, which would obviously factor psychologically into this. I was also thinking, maybe the pity factor comes into play, too.

But you're right, collecting actual, scientific data on this would be difficult at best.

If I were a cop, I'd give out more tickets to red haired chicks. You know, equal-opportunity and all :p

No you wouldn't. I am telling you, when you're a kid, redhair=daily beating and/or teasing, when you're an adult=googly-eyed men ogling you....well, for chicks at least. I have a family full Norwegian redheads who will attest to this....or just yell at you until you submit, either way ;)

People carrying the 'get out of jail free card', get less tickets than anyone else; except with OPP they will ticket officers from other departments.

What is the "get out of jail free card" anyway?? A cop gave me a card once and told me it was a get out of jail free card but when I asked my girlfriend who is a cop she said there is no such thing. I still have the card though.

Yesterday while driving to the gun open house we were discussing getting tickets and the one girl told us how she was pulled over not long ago for running 4 stop signs!!! She just told the cop that yes she ran 4 stop signs because she was late for work. He made her come over to his car and he showed her on the computer screen in his car all the times she has been pulled over and let go with no ticket. She said she thought for sure he was going to write her a ticket but he let her go!! She also did not have her insurance slips.
