If the officer notes do not indicate signals being used (sirens/lights) can that be considered baiting a motorist into speeding who is paced?

Also, if two officers are present on the offence but only one name is written on the ticket are both required to provide disclosure and appear as witnesses or just the officer who issued the ticket?

Please let me know what applies. Thank you in advance.

(1) No. Having the lights on while pacing you would tip you off to the fact that you were being paced, wouldn't it? That's not entrapment ... that's simply them measuring your speed. They weren't "forcing" you to go that fast. They weren't sucking you into doing something that you weren't already doing. Not entrapment.

(2) The one that took the evidence/measurements and the one that wrote the ticket are most likely one and the same (or at least, that's what the notes will say and that's what the officer will say in court). The other one was just along for the ride.
