Has anyone had a problem doing the safety with for example, the license plate mounted to one side of the wheel and vertical? or.. having a bike hardtailed? and would a place like canadian tire know that a 1976 bike came with blinkers originally? does anyone drive around without a front fender? these are all things I'd like to know before finishing my bobber.

First off, don't go to Canadian Tire for a safety on any vehicle that has any modifications, you're just asking to get annoyed.

I'm sure you're aware of what every bike needs to have to be road legal, so make sure it's there and let the mechanic at a bike shop tell you whether it'll pass or not.
Make sure to go to a bike shop that specializes in the type of bike you ride.
 
License plate has to be clearly visible from behind and lit. Turn signals if theres a switch for it then there have to be lights. If you dont want the lights get rid of the switch. And please get good at your arm signals. Its a pet peeve of mine when people dont signal.

As for who to go to... thats hard. Best thing is do the mods after the safety. Otherwise your risking their ability to do safeties.
