Couple of questions about a ninja 250 I bought last friday

(1) Unknown plug: If Everything works, don't worry about it. -OR- Get a shop manual and look at the wiring diagram.
(2) Tires cracks: Your tires need to be replaced ASAP. Check the DOT code to see when they were made, they must be very old!!
(3) Chain slack: about 3/4" should be fine. Check the owner's manual.
 
Would those tires pass a safety? I have heard that they would not. If they wouldnt, is there anything the OP can do to the place that certified the bike (also the same place that sold it)
