It will then depend on the type of modifications that you make and whether or not the officer who stops you considers it to be "safe". If s/he does not consider it safe then you could be subject to a fine. If you were involved in a collision and had modifications that were not spec to the bike then this could also make you liable to civil and possibly criminal sanctions...
Do not rush it to get a child on the bike. I can think of nothing worse than going out for a nice ride and not returning home with my child.

I dunno... the idea of a seat belt on a bike makes me a bit nervous. I think I'd rather my child and I be ejected off the bike in a spill rather than be harnessed in, especially in a high side. Waiting for the kid to grow up a bit is probably a good idea me thinks

So the 25 kg kid tumbles along with the 100 kg rider? That doesn't sound like a great idea.

Personally, if they aren't old enough to fall off with some good probability of survival, on their own, they're too young to ride.
