Charging system

I have a shadow with some charging issues.

First, the couplers for the three yellow wires coming from the regulator (I guess) were completely melted which completely drained the battery. I fixed this problem.

I charged the battery and put it in.

Using a volt meter I found 12.6 when the bike is off 12.3 when its on. When its running I'm getting 12.8-13.00 V.

I just changed the stator last fall.

Do you think 13 is enough? I've read 13.5-14.5. Do I need to replace the regulator?

with the bike warmed up, high beam on, and running at 5000 rpm you should get 15.5 volts or better with regards to charging voltage..
The voltage on the battery should be over 13 volts, when the charge level is high, and 12.4 or lower when the charge level is lowwwww....
