Car question, Headlight problem with 08 Lexus IS250

So my buddy has an 08 Lexus IS250 and brief scenario:

DRL work when headlights are off and the same bulb is also the high beams.
But the problem is when he turns his headlights on the passenger side DRL will not turn off?
He is getting no warnings on the dash saying anything is wrong.

Not to sure with the amount of electronics in this type of car to even figure out where to tell him to start looking.
 
Ditch the DRL's and make his fogs the DRL's. Done it on every car I've ever owned.

Stuck relay contacts. It's probably part of a (really expensive) lighting control module. Is the wiring diagram available online?

I've had relays that weren't waterproof and remains lit when turn off the car
 
Likely the DRL module.
Just about every Honda I've had since 1998 has had this problem. It's a fairly easy fix. Locate the module and remove it (hardest part of the fix) (In Honda's - the module / grey box is just above the steering rack)
Open it up and re-solder every connection carefully. Put it back together - reinstall. Fixed.
If you're not good with a soldering iron, let someone else do it. It's a 10 min job & saves you $200+.

Sounds like a defective DRL module.
 
There are guys out there that fix them for about $40 i had mine replace in brampton from a place called MITOI off of rutherford rd. you give him your old one and he will give you a newer one....that works . it was a very common issue when i worked at lexus/toyota
