How was it illegal? Some taxis made illegal moves like slowing down traffic or block traffic and that some of them got tickets for it, but the actual protest wasn't illegal.
Can they? Yes. Do they? Did they do anything when the Tamils took over the Gardiner? Specific parameters must be met for them to do anything. Protesters must be a) predominantly white youth b) a (perceived) threat to the people that sign their cheques.
Drivers can be charged under the HTA and get fines and increased insurance. Other protest stoppers would include trespassing charges etc. Violent protests / vandalism could result in criminal charges. Overzealous policing tends to fan flames so cops often minimize charges if the protest is a save the children issue.
The taxi protests just made them more unpopular. IMO.
