Bowl vent hose attached to my petcock vac port!?

Hello...

as of last week, I now have a 2000 Suzuki Savage 650. The bike only starts with the petcock in Prime (On and Res will not start, or stall quickly after if I primed ahead). It seems like something is likely wrong with the vacuum to the petcock. I looked more closely, and one of the two bowl vent hoses is connected to the vacuum port of the petcock (the other is connected to nothing, like it should be). The petcock vacuum hose from the carb (the hose with the coil around it) is not connected to anything (being treated as a bowl vent hose).

Could there be any possible reason for this, other than something connecting it incorrectly?? Is there anything to lose if I connect it like it should be (I am really puzzled why it is not connected correctly)?

Disclaimer, I am not familiar with the specifics of that particular bike. But in general, on a bike with a vacuum operated petcock, the petcock needs to be connected to intake manifold vacuum downstream of the throttle plate (i.e. connected between the throttle plate and the engine). Normally there is a fitting on one of the intake ports of the cylinder head for this connection, although it's conceivable that the fitting is on the carburetor itself (downstream of the throttle plate). There should be no connection between the float bowl vent and the petcock since there is no vacuum to operate the petcock coming from the float bowl (the float bowl has to be vented to atmospheric pressure).
 
Thanks both of you! I did not have the Service Manual and page 202 confirms that the petcock is indeed connected incorrectly. I guess they just stuck a free hose onto the vacuum port thinking it was the correct one. Anyhow, I will change the setup in the morning and hopefully all works as it should.
