BATTERY extra $15 charge ? Gov`t disposal charge ?

Not sure when this was implemented but at WALMART the other day I checked out a battery as per usual for $70 + taxes and then they wanted another $15 !!!

What the hay ... is that the new world !!

Tell me it isnt so !!!
