ATV-riding cop on the sidewalk?

Today while riding down Leslie, between McNicoll and Finch, I saw someone riding a full size ATV down the sidewalk, and from the quick look I got it looked like it was a cop.

Has anyone seen anything like this before? Why would the cops be using ATVs in the city, and why on a sidewalk? There isn't really any wilderness/rough terrain near where I saw him. The only thing nearby that isn't residential/commercial is a power field, and that's small enough that you could cross it on foot in under 10 minutes (and was on the opposite side of the road from him to boot), so I can't really think of why he'd have been riding one.

Needless to say, this confused the crap out of me.

There's a major east-west hydro tower corridor that runs parallel to and between MnNicoll and Finch. The ATV would be perfect for patrolling the length of that corridor. That corridor would also give easy access to the Don Valley green space from Leslie, and the ATV would be even better for use there.

3 years ago when i was living near Scarborough town center i was riding by the best buy when i saw a 4 wheeler jump ver the curb across the road and into the superstore parking lot chasing a guy on foot it was security or a cop but was funny as hell to see this thing fly over the curb and in the city for that matter!

I live in that area and saw them now twice patroling Don River valley trails - usually three of them. I walk my dogs really late and usually after dark and that's when I see them the most. Several years ago teenage girl was abducted from fairview mall and killed right by the river in the park. You can still see her picture and little memorial right by the place where they found her body. Although area is quiet (right by Leslie and Finch) - parkland is huge and sometimes I see some really weird people. At least police now patroling it and will serve as deterent to some of them.

btw, the cops I saw were very friendly, they wave and smile and I guess try to feel people relaxed when they see them.
