If i read that properly, they had an agreement in place then ignored the conditions of the agreement?

I agree but sounds like the town and the track cooked up a "new" agreement that now the courts find void. Either way the track is VERY handcuffed now in relation to bikes. The way I read it is same as always the arrows are pointed straight at motorcycles. Dont see any mention of cars in there at all.
