With most people the "cool factor" outweighs the "common sense" factor.
 
Maybe this is a small, low traffic street and he rode it across it really slow? I doubt he was ripping it up and down the street doing wheelies as many of you like to believe.

I do! Even if the kid just fell off the bike while it was stationary onto his head on the pavement he could very well be toast.

You'd be supprised how many americans feel there is no need to ride a bike with a motorcycle.
Actually got into an argument over if they make it safer to wear one on the one forum i'm on.....

Anyways I'll give the dad the benefit of the doubt, could be he was just taking him for a slow ride around the parking lot which is fine, even though I personally wouldn't chance that if the kid couldn't reach the pegs and wrap his arms around the front of me.

Naw it could be a lane in a strip mall, there are a lot in the US and they often have a drive-through bank just like that. Maybe he was at another store in the plaza and needed cash but couldn't leave his kid there while he went to the bank to get it?
 
Wow, sure I'm ATGATT, but you guys have no issue with the lack of helmet on the kid....
