I just acquired an '86 Yamaha Fazer, the previous owner let it sit for more than 4 years.

With a fully charged battery I'm getting a clicking noise only, when trying to start it.
I've checked all the connections for tightness and corrosion.

I'm suspecting maybe the Starter Solenoid or seized Starter motor from sitting so long?

Anyone's suggestions would be appreciated.

Either solenoid or the old battery does not have the amps to crank any more even if the voltage is fine. Try boost it off a car (DO NOT HAVE THE CAR RUNNING) and see if that works. If yes, replace battery. If no check the solenoid.
 
Load test battery. Surface charge will give you a false reading on regular Volt meter.
If you don't have proper tools to measure the battery under load, you can do it with plain old volt meter while holding the started button.

And check all of the charing system when you get your bike running. [Dont forget to check the brush length.]

If you are successful with boosting you still need to do everything above.
 
First: Is the motor seized? Pull the plugs, put the bike in gear and turn the rear wheel. Alternatively, remove one of the covers and turn the crank with a wrench. Does the motor turn freely?
next: Does the starter work? Using a known good battery jump directly to the power connector on the starter. It will spark a bit, you just want to see if it turns. (be sure the bike is in neutral and ignition OFF)
next: Charge your bikes battery THEN get it load tested.
 
is the clicking noise the fuel pump ? you can short the solenoid and see if she cranks over...are the safety switches all working and engaged, kickstand down, in neutral, clutch in, etc....

Clicking noise is coming from the Starter Solenoid, def' not the Fuel pump which is a different clicking noise.

Not sure about how to jump this kind of Solenoid it has 2 large Positive posts and a smaller Blue wire going into it.

All the safety switches are working

Battery is brand new and fully charged - I also tried the car boosting method too (just in case)
Still no luck.

Motor is not seized - I put it in High gear and with the clutch released I'm able to push the Bike down hill and hear the motor turning over inside.

I will try jumping directly to the main power connector going into the Starter and see what happens.

Okay, I got the Starter cranking, turned out to be the main Negative cable attaching to the Ground wasn't tight.

Now that I have it cranking the bike still won't turn over.

I've squirted a bit of fuel down inside each Carb' the bike then starts and runs for a second then dies.

I replaced the Fuel filter and can confirm fuel is getting to the Carb's

Perhaps they need to be rebuilt?
Can anyone recommend someone who does this?
And what would typical cost be?
 
Start with a cleaning. The jets are probably gummed up from sitting with gas. Nothing done pinesol can't help with.
 
Fresh fuel, clean carbs used compressed air to blow out orifices and jets. Confirm fuel getting past petcock if not pull that apart and clean it out as well.

Just make sure to clean off the residue from pine sol. But what he said, if its runs with some quick start, then you are golden. Clean the carbs, since now you have to solve fuel delivery.
And nice job troubleshooting starter :)

Corroded or loose ground is really common on old bikes.

The carbs are just likely gummed up and need cleaning with some seafoam.
