Older bikes like the 95 CB1000 will also be cheap on insurance, but will take more effort to fit luggages.
Why not just look for GIVI cases for your Katana?
When i was switching from the 650 bandit to the cbf1000 my insurance quote was the same for both bikes :)
Bandit - i toured 2 up with the 650 and the 1200/1250 will be more than enough Im 5'6" too. If insurance is no problem the Busa, Blackbird, zzr1200 or thriumph sprint will be my choice for 2 up tourer and weekend solo fun.
All bikes will accommodate Givi bags.

You should try to extend your trip a day and go down to VA/WV.
I used to say PA is stunning till I rode WV. A 3 day weekend is enough to do it. Day 1 ride down through PA. 144-26. Day 2-Ride WV. Day 3 ride home. You still do PA routes on the way down and return.
