Section 4 of the OAF 1 application for auto insurance, you are required to disclose any suspensions within the past 6 years on the application, and make notes of the suspension in the remarks section.

You are correct, it is an administrative suspension.
Administrative suspensions (less than a year) are not able to be rated against you.
Hope this helps.
The main thing to do is to advise the insurance company what your legal address is, and the address where the bike will be primarily garaged.
Be upfront with this information and let them rate accordingly.
Aviva would be very competitive on the 650, especially after the rate decrease effective June 1st as long as you have completed the motorcycle training course.

This is correct.
Aviva is going through a rate decrease effective June 1 2016.
Keep in mind policies effective June 1st or after will have less coverage (reduction of Accident Benefit limits).

Aviva should be very competitive for the OP and is able to insure it as a stand alone policy.
Although I highly recommend completing the training course (become a better overall rider and save money on insurance) Intact is able to insure you with a M1 license only (as long as it is not a super sport).
