I'm not pretending to know the answer, but I believe it is due to the higher value of the bikes; however, I'm sure other factors come into play too (perhaps injuries are more frequent/severe due to exposed skin, the brand attracts a more risky personality, etc.)

You contradict yourself -- you want to be rated on your own driving characteristics, yet you don't want a device that will report your driving characteristics to the insurer.
Would anyone happen to know (or have a good guess) at the average displacement of a Harley Davidson on the road? Do they mostly tend to be in the 1200CC+ range? My knowledge of Harleys is very limited :P
That's not the way we're doing it, and I'd be REALLY surprised if any insurer could get such a program to fly with the Ontario regulators. The data would be collected over the course of a year and then your renewal premium, one year later, will be adjusted based on your driving characteristics...
