The price is good, but I wouldn't say it's way below market or an amazing deal. It has nearly 90,000 kms and the market is thin in that territory (as I've learned from personal experience trying to sell a bike with similar mileage), so he's trying to price it to get rid of it.

I read that as "no plate = no ownership", and that's not true. You can still own, and have ownership papers for, a vehicle used exclusively off-road. Maybe I misinterpreted your remark.
