i would just shake it to loosen the rods up a bit. It’s been sitting for a few years.If you remove the rods to clean them , make sure you put them back into the tubes you removed them from , I think they’re calibrated.

Did you try turning it upside down to se if the rods move freely? Also, as GreyGhost said, avoid sucking on mercury gauges.

I think the reason you can’t run studded tires in Ontario is because they’re just too hard on the asphalt. Imagine every car on the 401 with studded tires, there would be nothing left of it after a few winters. Not to say that dumping mega tons of salt on it is much better.
