    I'm not sure where the line is between LSV and mobility scooter. LSV are allowed provincially if a municipality allows them but afaik, no municipality has done that. Given that thing is a two-seater I suspect it is LSV. LSV requires liability insurance. I have no idea if anyone offers liability...

    Maybe they saw the wires and hoped. It is also a good idea to have at least a few cameras that are not visible. Visible cameras are pretty easy to avoid or disable.
