Rip out the starter motor and whatever of charging system you can. Lots of people I know run Total Loss systems for road racing. On board lithium battery only runs the spark computer (& fires the spark plugs) and the fuel pump (if present).
Battery is charged in the pits and recharged in the pits.
There are probably 3 cables coming into that box. If all the blacks are connected to each other and all the whites are connected to each other then it's probably connected like the picture I posted.
One cable is coming from the panel side and one cable is going to the next fixture down the line...
Maybe they didn't clean the surface of the rim well enough. Maybe there is a gouge on that surface, or oxidation. Maybe the tire is nicked on the bead (had that happen on a car when the installer pinched the bead as it folded over on the machine.)
It's could be as simple as removing the tire...
If the OP is not measuring current (said before) then why bother getting a meter that measures it? Cheap ones only measure milliamps and better ones only 10A.
Measuring current at the household level is dangerous.
The Fluke 101 can be found in the $40-$50 dollar range.
It can handle 600V...
And if the workers would stop complaining and start working harder and longer hours giving their "all" to the company then maybe some time soon the boss can buy another.
