    The government also changed the rules for car/truck safeties, it's become a lot more strict and there are digital verification requirements now. I suspect a lot of shops who don't want to deal with that are opting out.

    Police will probably be even more restrained after Durham police chased that van driver onto the 401 and he killed that family. Though Toronto is getting their own choppers so maybe they'll be eager to use them.

    Unfortunately the congestion is by design as city bureaucrats thumb their noses at drivers, you could fill a book on that subject. I still wish TPS did more though, OPP or other GTA police services still take traffic enforcement seriously and it shows.

    The 5 choppers are 10% (134 mil), so the 1 chopper going to TPS is ~27 mil, which is roughly 3% of the TPS budget. I think that's reasonable. Regarding drones, it might work for the GTA but for people like OPP that cover wider areas, not so much. They also can't carry people and lack all around...

    $134 mil for 5 choppers doesn't seem too bad, the Toronto police budget alone is $1.2 billion. The largest city in Canada not having its own police helicopter does seem short sighted.
