    You can get the obstructed windscreen for very little. Pretty much anything hanging from your rearview mirror can technically get you that ticket, for example. It's just rarely enforced unless the officer wants some, "Do you want fries with that?" charges.

    Sometimes people who aren't licensed, are impaired, or the vehicle is unlicensed will try to make it home in order to avoid a tow.

    I recently watched a video from a US police department that involved the same scenario. The different is that the woman in that case ended up running at 80+ MPH and getting PITted.
