If a trucking company screws up enough, then their license can be pulled. The problem with that is BC did it for a company that kept hitting bridges but they didn't care, because they were also licensed in AB. Cross-Province agreements meant they could keep working in BC.

The whole thing could have been over in 15-20 seconds. "Sorry, Sir. You're right. We shouldn't have parked here. Have a good day.", then drive off. Instead egos got involved.
Citizens tend to show a lot more respect when officers don't give "Do as I say, not as I do" energy. Also, they are not supposed to react to such provocation.
When you're already banned and breach conditions like that, resulting in a death, you need to spend some serious time behind bars. He has already proved that he's "at serious risk to re-offend" by re-offending. At that point it becomes a wilful act.
