Convictions received while riding a bike are ratable on your car insurance.
Similar to convictions received while driving a car are ratable on your motorcycle insurance.
It is actually the opposite.
Regardless if you are at fault, or not at fault in an accident, your own insurer pays for your losses and is unable to surrogate.

For riders who have been licensed less than 6 years, they will only insure you on non sport bikes under 750cc (even a Kawasaki 250 they will not insure).

They have great rates for SS 1000cc and under if you have been licensed 6 or more years.
So if OP's friend was licensed at 19 or before it makes sense.
